VE technique was transferred to Saudi Arabia in 1986 through Ministry of Defense. It was being widely applied on huge military projects and had produced great outstanding results. This created interest in other governmental agencies and private companies.Lot of VE studies encompassing infrastructure works, buildings site development & improvement, sewage and water treatment plants etc that has resulted in millions of Saudi Riyals savings.
- There are more than 10 local CVS’s, 70 AVS’s and number of VE practitioners conducting VE studies in Gulf countries, VE is being taught in three Saudi Universities- Three Arabic VE books have been written by Saudi CVS’s, VE programs have been established in governmental and private sectors run by qualified Saudi CVS’s,VE applications and VE courses have increased to extent that Arabian Gulf becomes third after USA and Japan, VE application have been considered mandatory for all governmental projects through Saudi Ministers’ Council mandate.

UAE
The main objective is to spread the awareness about Ve concept and its application in all various engineering disciplines among public and private sectors.The first step towards VE was in 2000 where several seminars were conudcted for Dubai municipality engineers including MOD-I and MOD0II , the participants was over 150 engineers and employees.No. Of VE studies were conducted on some big projects, these studies were led by CVS specialists to improve the value and performance of these projects with minimum cost. Such projects are ; central vegetable & fruit market, extension of airport road, Dubai conference center, entrances of Nakhlah island, Zabeel park & Al-Garhood bridge.Dubai municipality will conduct VE study on Dubai train project; one of the biggest project in the region, the total cost of project estimated to be 5 billion UAE DH.

QATAR
Recently, Gulf countries started to apply VE methodology due to its significant benefits and results acquired during application.Application of VE on engineering projects in Qatar is confined by other cost-reduction techniques. Nevertheless, some serious attempts are being exerted from parties concerned of spreading the application of VE concept in government projects such as Qatari Engineers Conference that held no. of seminars in VE beside a training workshop for a government party specialized in executing projects, all trainees and officials were pleased and showed great concern about this technique. Currently, Qatari Engineers Conference is preparing a program plan to increase the awareness of the importance of VE by intensifying seminars and training workshops and encouraging people to obtain VE certifications.

KUWAIT
The main objectives of Kuwaiti Engineers Committee is to serve the engineering professionalism, engineers, society and enhance efficient participation i the urban and industrial development recently occurred in Kuwait. The first team concerned of VE was carefully selected from those engineers interested in VE from public and private sectors. The team held several meetings and resulted in forming the organization chart which consisted of president, general secretary.

The work started in such units by setting short term program for six months and long term for two years and then the programs to be evaluated afterwards. moreover, the team recommended to benefit from Saudi experience , Currently , workshops and seminars are continuous and more training programs to be executed to qualify engineers from different public and private sectors.furthermore , the committee is exerting great efforts in spreading the concept of value engineering and trying to legitimate a compulsory clause to apply VE studies in private and public projects.The committee, since its inauguration, paid enormous attention and efforts in recognizing and defining the importance of VE through frequent meetings of concerned engineers from all ministries. Also, issued some publications about VE.The committee continues with certain scheme of work aiming at applying value methodology in projects.Certainly, this ambition will become true by the cooperation and efforts of sincere individuals to achieve the strategy that adopted by the committee , VE should be an essential part of all projects in Kuwait and working with legislative and government parties to issue a law that enforce both public and private sectors to apply VE in all projects that would have a positive impact in future on engineering aspect in Kuwait.
